Request for Qualifications - Rails-to-Trails Project


The Proposal/Statement of Qualifications from Pre-Qualified TDOT Firms for a Planning, Design & Construction Administration Services for the Oak Ridge Rails-to-Trails Project is being temporarily withdrawn as of today, February 14, 2017 with an anticipation of reissuing the document with revised dates and schedules in the near future.

FY2018-004 Turtle Park Pump Station Permanent bypass Project

The City of Oak Ridge will receive separate sealed bids for the construction of the Turtle Park Pump Station Permanent Bypass project, Contract FY2018-004.  Bids will be received by the Finance Department, c/o Lyn Majeski, City of Oak Ridge, 100 Woodbury Lane, P.O. Box 1, Oak Ridge, TN  37830 until 2:00 PM, local time, on Thursday, June 15, 2017,  Tuesday, July 18, 2017 (see Addendum One below) and then at said office publicly opened and read aloud.

The Project consists of the following major elements:

  • installation of a bypass sewer force main at the Turtle Park Pump Station
  • site work
  • bypass pump connections
  • all appurtenances for a complete project as shown or specified in the Contract Documents.

 If requested, contractors can visit the site by scheduling the visit with a representative from the City of Oak Ridge.

Copies of the Contract Documents and Specifications, including bidding documents and requirements and Contract Drawings may be obtained from the Engineer, Trestles LLC, Nashville, TN (Address below), upon payment of $150 for each set.  This payment is not refundable.  Copies may be examined at the following locations:

FY2017-001 Wastewater System Rehabilitation Program

Separate sealed Bids for the – Wastewater System Rehabilitation Program:  Turtle Park Sewer Basin, Sanitary Sewer Rehabilitation Project will be received by the Finance Department, c/o Lyn Majeski, City of Oak Ridge, 100 Woodbury Road, Post Office Box 1, Oak Ridge, Tennessee, 37831-0001 until 2:00 p.m. (E.S.T.), Wednesday June 21, 2017, at which time they will be publicly opened and read aloud.  Bids received after that time will be returned unopened.

Copies of the CONTRACT DOCUMENTS may be obtained at the office of LDA Engineering.  Requests should be emailed to mcollins@ldaengineering.com.  Transfer of documents will be digital through InfoExchange.  All documents received by digital transfer do not require a deposit amount.  Paper copies may be obtained upon payment of a nonrefundable payment of two hundred ($200.00) dollars for each set.  Bid Security in the amount of ten (10%) percent of the Bid must accompany each Bid.  No bid may be withdrawn within ninety (90) days after the scheduled closing time for receipt of Bids.  The Owner reserves the right to reject any and all Bids, to waive irregularities in the Bids, and to determine the lowest responsible Bidder.  Questions concerning the CONTRACT DOCUMENTS will be directed to the ENGINEER: LDA Engineering, 110 Tyson Boulevard, Suite 200, Alcoa, TN 37701, gjones@ldaengineering.com, 865-573-7672.

All Bidders must be licensed Contractors as required by the Contractor's Licensing Act of 1994 (Latest revision).  Bidder's name, address, license number, expiration date and that part of classification which applies to the Project(s) and the name, address and licensing information for Plumbing, HVAC, Masonry and Electrical Contractors must be on the sealed envelope containing the executed Bid Proposal.  All required items must be listed, with any item(s) that are not applicable to the Project in accordance with the Regulations to be marked "not applicable to this project".  In compliance with the act, sealed envelopes will not be opened unless all required information is properly displayed.  Contractors must comply with all "Drug-Free Requirements".  All Bidders must comply with Title VI of the Civil Rights Act of 1964.

DAVIS-BACON ACT and AMERICAN IRON AND STEEL REQUIREMENTS

This project is being funded by a State Revolving Fund loan on or after 2014 EPA Fiscal Year.  The loan recipient must be in compliance with all applicable Davis-Bacon Act and American Iron and Steel requirements.

DISADVANTAGED BUSINESS ENTERPRISES (DBE) REQUIREMENTS

Any contract or contracts awarded by the Owner through this advertisement for bids will be funded by a State Revolving Fund (SRF) loan from the State of Tennessee.  State and Federal funds will be involved in this project; and, as a result, Bidders must comply with the SRF Loan Program’s Disadvantaged Business Enterprises (DBE) requirements including contacting a minimum of 10 qualified DBE sub-contractors, professional service providers, vendors, and/or suppliers by certified mail to solicit bids.  The apparent successful Bidder must submit to the Owner copies of the certified letters and return receipts prior to contract award.  Neither the State of Tennessee nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting contract(s) awarded by the Owner.

Work will be conducted primarily, but not exclusively within the Turtle Park Sewer Shed.  All Work will be located within the City Limits of Oak Ridge.  The work in general consists of approximately the following:

1.        Lining of approximately 20,000 linear feet of existing gravity sewers by the cured-in-place method.

2.         Replacement of approximately 5,000 linear feet of existing gravity sewers by the pipe bursting method.

3.         Replacement of approximately 1,050 linear feet of existing gravity sewers by the installing new method.

5.         Installation of approximately 77 new manhole frames and covers.

6.         Rehabilitation of approximately 3,550 vertical feet of existing sanitary sewer manholes.

7.         Associated service connections and appurtenances to the main project.

8.         The allotted time for construction is 210 calendar days.

           I.          A Pre-Bid Conference will be held at 2:00 p.m (E.S.T.), Tuesday June 13, 2017, in the Conference Room of the City Central Services Complex at 100 Woodbury Road, Oak Ridge, Tennessee
